‘Adhyakṣa’ is a technical term in ancient Indian administrative vocabulary — the superintendent who oversees operations without personally executing every detail. Viṣṇu as Lokādhyakṣaḥ is the supreme administrator of the cosmic order — not a micromanager who interferes at every moment but the supreme Overseer whose will and law govern the entire operations of all worlds. Under His superintendence, the natural laws operate consistently, karma unfolds justly, and the cosmic cycles proceed without error. **Bhagavad Gītā (9.10)
‘"Mayādhyakṣeṇa prakṛtiḥ sūyate sacarācaram / hetunānena kaunteya jagad viparivartate"‘ — "Under My supervision (‘mayādhyakṣeṇa’), Prakṛti produces the moving and the unmoving. By this reason, O Kaunteya, the world revolves." The word ‘adhyakṣa’ in this verse is the precise Gītā commentary on this name. **Three worlds
