The Śipiviṣṭa isn't illuminated BY light but IS light in its essence. When Kṛṣṇa appeared in Kaṁsa's prison at birth, the cell filled with brilliant light - the Śipiviṣṭa's natural radiance. This relates to spiritual experience: when mystics describe "seeing the light" in meditation, they're perceiving the Śipiviṣṭa - the divine form composed of conscious light-rays.
